Few numbers in self-improvement are repeated as often, or rest on as little, as the claim that it takes 21 days to form a habit. It appears in productivity books, app onboarding, corporate wellness programmes and New Year articles, usually stated as settled fact. It is not a research finding, and tracing where it actually came from explains both why it spread and why it quietly sets people up to fail.
A surgeon, not a study
The trail ends at Psycho-Cybernetics, published in 1960 by Maxwell Maltz, a plastic surgeon. Maltz noticed a pattern in his practice: after an operation changed a patient's appearance, it seemed to take about three weeks before they stopped reaching for the old face in the mirror. He also noted that amputees often reported a phantom limb for roughly the same period. From these clinical impressions he offered a generalisation β that it takes a minimum of about 21 days for an old mental image to dissolve and a new one to set.
Read carefully, that is a claim about adjusting to a change that has already been done to you. It says nothing about the effort of repeatedly performing a new behaviour that nobody is making you do. The two situations share almost nothing mechanically, but they share a plausible-sounding number, and the number is what travelled.
How an aside became a law
Psycho-Cybernetics sold in enormous quantities and was mined heavily by the motivational speaking circuit through the following decades. Along the way two things happened to Maltz's sentence. His hedge β a minimum of about 21 days β was dropped, leaving a hard figure. And the context, cosmetic surgery patients adjusting to a new appearance, was dropped too, leaving a universal rule about habits. What began as an observation with a stated floor and a narrow scope ended up as a precise, general law.
The number also survives because it is convenient. Three weeks is short enough to sound achievable, long enough to sound earned, and neat enough to build a programme around. Its usefulness as marketing has kept it alive long past the point the evidence caught up.
What the measurements showed
In 2010 Lally and colleagues did what the myth never rested on: they measured it. Ninety-six participants adopted a new daily behaviour and rated how automatic it felt over twelve weeks. The median time to plateau was 66 days β about three times Maltz's figure. More importantly, individuals ranged from 18 days to 254, meaning the fastest and slowest differed by a factor of fourteen. Simple behaviours clustered near the bottom of that range; effortful ones sat near the top or had not plateaued when the study ended.
So the myth is not simply off by 45 days. It is the wrong shape of answer: it offers a constant where the data shows a wide, behaviour-dependent distribution.
Why the myth is actively harmful
A wrong number would be harmless if nobody acted on it. This one sets a deadline, and deadlines create verdicts. Someone three weeks into a new routine, finding it still takes deliberate effort, has been told to expect it to feel automatic by now. The available conclusions are that the habit is not working or that they are not the sort of person it works for. Both lead to stopping, at roughly the one-third mark of a normal timeline.

What to use instead
Replace the deadline with a range and an expectation. Assume something closer to two to three months for a behaviour of moderate effort, longer if it is genuinely demanding, and treat any specific number as an estimate rather than a test you can fail. Then stop measuring the calendar and start managing the two things that actually move the timeline: how small the behaviour is, and how consistent its cue is.
